Regulatory Issues

The National Gas Law and National Gas Rules came into force from July 1 2008. As a result, the Australian Energy Regulator (AER) has become the economic regulator for covered natural gas distribution pipelines in all states and territories (except WA). The National Gas Rules require distribution service providers to submit access arrangements (including prices) for approval by the AER under the Rules.

Victorian gas distributors were previously regulated by the Essential Services Commission of Victoria (ESC). The ESC conducted the 2008 Gas Access Arrangement Review under the previous national framework, comprising the Gas Pipelines Access Law and the National Gas Code, to set Multinet’s prices and services standards for the distribution of gas during the period 2008-2012.
